About Me

My name is Shirley D Bailey and I am the co-owner and VP of Operations for GCC Technologies, LLC (GCC). GCC is a service-disabled veteran owned and SBA certified HUBZone small business. Along with my husband, James Bailey, we started the company under the name of Government Contracts Consultants in 1997 for which I was the Managing Partner until 2010 when we restructured the company from a woman-owned to a service disabled veteran owned small business. In the beginning, my primary focus was to provide assistance to small businesses doing business within the federal government sector. My career started as a college co-op student working for the federal government which resulted in my first post college career as a federal contract auditor. My tenure with the federal government was invaluable in that it provided me with a skill set and an excellent understanding of the federal contracting process. Once I left the federal government, I functioned as a Director of Government Relations, Controller and CFO for major defense contractors prior to becoming an independent consultant for small businesses doing business with the federal government. This quickly expanded into the company, as is exists today, with over 125 full-time personnel providing a wide range of support services to federal agencies, including acquisition support services and training, program management support, information technology and administrative management.

In 2000 GCC became the first company in Allegany County, MD to become an SBA certified HUBZone contractor. As a very strong advocate for the HUBZone program, our company and I personally have taken a very active role in promoting the benefits and contributions of the HUBZone program to the economic development of disadvantaged communities throughout our nation and to the small business companies it supports. I am an active member of our local Chamber of Commerce, and the HUBZone Contractor's National Council, a national non-profit, non-partisan trade association supporting the HUBZone Program established to strengthen, improve and promote the HUBZone Program, and the National Association of Professional Women. Since 2007, I have functioned as the Program Manager for a major contract with the Small Business Administration to provide help desk and program management support services to the HUBZone Program Office. I have also participated as a key advisor to the HUBZone Program Office management team as they have reengineered the processes and procedures necessary to implement and enforce this important federal contracting program. In 2008, GCC was selected as the "Maryland Incubator Best Technology Services Company of the Year ".

My education includes a Bachelor of Science in Accounting, and numerous courses and certificate programs in specialized subjects such as Acquisition and Contracting, Government Accounting and Human Resources. My hobbies and interests include spending time with my family, traveling and playing golf.
